Company belonging to Abramovich's son receives permission to enter three Vostok Project gas fields - authorities

SARATOV. March 19 (Interfax) - Diall Alliance LLC (controlled by Arkady Abramovich) has received permission from Rosnedra to commission production facilities at three fields in the eastern part of Saratov Region's Bortovoy license area, the region's Ministry of Industry and Energy said.

The sites are the Pavlovskoye field in the Dergachevsky district, as well as the Lipovskoye and Nepryakhinskoye fields in the Ozinsky region.

It was reported that the Karpenskaya integrated gas treatment plant has been rebuilt and that tests are being completed as part of the project to develop these fields. The main units of the gas treatment plant were reconstructed, company data cited by the ministry said. A gas demercaptanization unit was also created to increase the efficiency of purifying natural gas from sulfur compounds.

The cost of developing the fields in the eastern part of the Bortovoy license area in Saratov region with the creation of oil and gas treatment infrastructure is estimated at 13.6 billion rubles. It is expected that the Vostok project will allow for production of over 900 million cubic meters of natural gas per year.

As reported, the development of these fields started in mid-2023. The investment project provides for the drilling of new wells and the construction of a 200 km gas pipeline to the Karpenskaya installation.

The Unified State Register of Legal Entities shows that Diall Alliance is owned by Sigma Energy LLC, which is owned by Abramovich, 99.9% through Sigma Capital LLC, and 0.01% directly. Diall Alliance came under the control of Sigma Energy in March 2022. Prior to deoffshorization, it belonged to the Cypriot Royal Atlantic Energy Limited (a subsidiary of Abramovich's Zoltav Resources).

Diall Alliance owns the license to develop the Bortovoy area, which consists of nine oil and gas fields in the Volga region.

The Bortovoy license area, with an area of 3,200 sq. km, is located along the northern edge of the Caspian basin, one of the largest hydrocarbon basins in the CIS, on whose territory over 100 licenses have been issued for geological study, exploration and oil and gas production. The Bortovoy section is conditionally divided into two parts: the more developed western part, where the integrated gas treatment facility is located, and the eastern part. To develop it, Zoltav Resources attracted two credit lines from Sberbank in October 2021 for a total of 8.4 billion rubles.

The development project provided for the phased commissioning of five new fields, including Mokrousovskoye and Zapadno-Lipovskoye.

The Bortovoy license area's proven and probable reserves total 131.2 million barrels (17.5 million tonnes) of oil equivalent.
