Normandy-format officials discussing Donbas autonomy in Berlin - source

BERLIN. July 3 (Interfax) - The political advisors to the heads of Normandy-format states are discussing aspects of political and humanitarian settlement in Donbas at their meeting in Berlin, a source in one of the delegations told Interfax.

"Issues of Ukraine's constitutional reform pertaining to decentralization are being touched upon, and mechanisms for the provision of a special procedure for self-governance to certain districts of the Donetsk and Luhansk regions in strict compliance with the Package of Measures are being studied," the source said.

Additionally, the parties have addressed the release of captives by the conflicting sides.

The Normandy format, which promotes settlement in Donbas, involves Germany, Russia, Ukraine, and France.
