Medvedev promises power real estate taxes for poorer strata

GORKI, near Moscow. Feb 24 (Interfax) - There will be real estate tax concessions for poorer strata during planned rises of real estate prices to market levels, President Dmitry Medvedev said on Thursday.

"We anticipate growing [tax] receipts but, at the same time, the [real estate tax] rates will be going down as real estate valuations are brought into line with the market equivalent," Medvedev said at a meeting with the head of the Federal Tax Service, Mikhail Mishustin.

Mishustin said more real estate types would be taxable than today and that this would be one of the resources for the planned tax concessions, which would be approved after the tax base is recalculated.

"We should seek a truly balanced, differentiated system," said Medvedev," that creates an attractive environment for those who are in a position to pay for certain real estate items and, at the same time, there should naturally be concessions for low-income population groups."
