Andrei Dubovskov to replace Shamolin as MTS president

MOSCOW. March 5 (Interfax) - The board of directors of Mobile TeleSystems has ended Mikhail Shamolin's term as company president, MTS said in a statement.

Andrei Dubovskov, the general director of MTS-Ukraine, has been named to replace him. The company has signed a three-year contract with Dubovskov. He will take up his new duties effective March 5.

Dubovskov began heading up MTS' Ukrainian operation at the start of 2008. Prior to this he was head of the company's Urals macro-region. Dubovskov worked as head of MTS' Nizhny Novgorod branch in 2004-2006.

Prior to his arrival at MTS, Dubovskov worked as Tele2's general director for Nizhny Novgorod from 2002 to 2004.

Dubovskov started his career in the 1993. He has held various posts in Millicom International Cellular, LLC Regional Cellular Communications and CJSC 800 among others.

Vasil Latsanich will temporarily head MTS Ukraine's marketing division following Dubovskov's appointment.

Dubovskov was quoted as saying: "My goal as MTS president will be strengthening MTS' positions further as a leading telecommunications company and creating opportunities for future business growth."

Shamolin will be replacing Leonid Melamed as president of AFK Sistema who is leaving this position. Sistema's board of directors will vote on Shamolin's candidacy as the holding's president on March 5.

MTS is Russia and the CIS' biggest cellular provider in terms of total subscribers. The company provides cellular services to 100 million subscribers in Russia, Ukraine, Uzbekistan, Turkmenistan, Armenia and Belarus.
