New growth opportunities, benefits must be available to all - Medvedev

BOAO, China. April 15 (Interfax) - Russian President Dmitry Medvedev has emphasized four key aspects in the concept of inclusive development during his speech at the Boao Forum in Asia.

Inclusive development, the topic of the Asian forum, is particularly relevant, he said.

First of all, it implies "the need for democratization of international relations and creation of a truly political and economic world order, it requires the reform of the global financial system," he said.

Progress in this area has been reached thanks to the G20 efforts, he said.

Inclusive development as "the principle of state policy has a key meaning at the national level," Medvedev said. It is important for the access to new development opportunities and benefits "not to be limited to certain social groups and strata or countries. No one must be neglected or, worse, thrown to the side of the road," he said.

In this context, "good education, development of human resources and active employment policy become particularly important," he said.

Russia is fulfilling its social obligations on the basis of modernization and the four "I"s model: innovation, investment, infrastructure, institutions, Medvedev said . One can also add a fifth "I" - intellect, he said.

An efficient environmental and climate policy is also important, the Russian president said.

The Asia-Pacific region is going through strong integration processes, Medvedev said. "This development must be inclusive and cover all countries, facilitate the alignment of economic potentials without creating divisive lines," he said.

For Russia, "consolidating and developing partnership with the region and active participation in multilateral regional organizations has no alternative," he said.

The Russian president extended his condolences to the Japanese people, adding that "disasters should not stop progress, but conclusions must be made." Very soon Russia will offer to its partners the proposals regarding nuclear power development, the Russian president said.
