Gazprom discloses cost structure for gas transport

MOSCOW. May 12 (Interfax) - Russian gas giant OJSC Gazprom has for the first time ever published information on its website regarding gas transportation services in accordance with government requirements for disclosure of information on natural resource monopoly operations, which provide gas pipeline services.

Russian government decree N862 was published on October 29, 2010.

For instance, this decree requires that monopolies publish their key financial and operational results for transportation of gas via pipelines (including the structure of key production costs for regulated services).

However, Gazprom still has not met one stipulation in the decree that requires quarterly (broken down by month) publication of stats on technical access (or lack thereof) to gas pipelines. This information has been a stumbling block between the gas giant and independent organizations along with the issue of non-transparent payments for transportation, which has led to discussion of breaking Gazprom up according to its operational areas.

Furthermore, Gazprom should publish information on the registration and processing of applications to access pipelines, as well as applications to link up with the trunk pipeline system or gas distribution networks.

According to the released information on the company's main financial and operational results for gas transportation (excluding gas distribution networks), Gazprom's sales revenue for this year is forecast at 912.6 billion rubles with operational costs planned at 659.4 billion rubles. At the same time, these costs include expenditures for Gazprom's gas transportation subsidiaries but do not include the parent company's expenditures.

Gazprom plans to transport 667.6 billion cubic meters of gas this year, including 93.7 bcm of gas for independent companies.

Out of the total volume, 472.7 bcm of gas is slated for transport to consumers in Russia and state members of the Customs Union (89.9 bcm of which is for independent companies).
