Putin instructs Energy Ministry to resolve winter-preparation issues with TGK-14 owners

MOSCOW. Nov 29 (Interfax) - Russian Prime Minister Vladimir Putin has instructed Energy Minister Sergei Shmatko to resolve issues involved in preparing for winter at combined heat and power plant TETs-1 in Ulan Ude with the owners of power company OJSC TGK-14 .

"Call them to you to talk, let them travel here," Putin told Shmatko during a government presidium meeting on Tuesday.

During the course of a report, Shmatko said that TGK-14 (TETs-1) and Southern Kuzbass State District Power Plant (GRES) had not received their "passports" of readiness for the winter period. "The facility [TETs-1] is very old, the boilers are in pretty bad shape. More was done this year than last, but we think it not enough," he said. Company equipment will not be in working order any earlier than December 25, he added.

The Energy Ministry proposes limiting the property rights and putting external management on those facilities that need maintenance the owners are not dealing with, Shmatko said.

In general, he said, the campaign for issuing passports of preparedness for winter in Russia went well, of 536 inspected power companies, 533 received the document.
