Medvedev backs proportional representation for 225 districts in State Duma elections
MOSCOW. Dec 22 (Interfax) - Russian President Dmitry Medvedev has proposed changing the system of elections to the State Duma.
"I think that introducing proportional representation for 225 districts would be advisable from the point of view of strengthening ties between deputies and their voters. This measure will allow each territory to have its own direct representative in parliament," Medvedev said in his annual State of the Nation Address in Moscow on Thursday.
