Number of licensing procedures in construction sector should be sharply cut - Putin
MOSCOW. Feb 9 (Interfax) - The number of licensing procedures in the construction sector should be reduce by almost ten times while the timeframe for receiving all authorizations should be cut by over ten times, Russian Prime Minister Vladimir Putin said at the 19th Congress of the Russian Union of Industrialists and Entrepreneurs (RUIE) in Moscow on Thursday.
Putin said: "So that [Russia] joins the top-12 countries in terms of investment climate, we need to reduce the number of various licensing procedures from 51 to 7 while the number of days necessary for receiving all authorizations should be cut from 423 to at least 35. I propose a full-scale simplification of all approval procedures for project documentation and granting authorization for construction through employing the best world practices."
Putin instructed the Ministries of Economic Development and Regional Development, along with the Agency for Strategic Initiatives, the RUEI and other business organizations, to prepare a plan for moving from a licensing to notification procedure for approving documentations while also boosting developers' reputational and financial responsibilities.
"A developer's possession of a site, expert review of project documentation and its accordance with the city development plan should be sufficient enough grounds for starting construction projects. If you have these documents, please start construction," Putin said.
He added that Russia is now in one of the last positions in ratings for global competitiveness in areas such as provision of construction licenses. "It takes less time to build than receive the documents," Putin said.
