Budget for 2014-2016 should be developed based on targets and programs - Putin

MOSCOW. April 17 (Interfax) - Russian Prime Minister Vladimir Putin considers moving to a federal budget based on state programs to be the most important task for the current system.

"It is necessary to develop state programs by the end of this year so that the 2014-2016 federal budget is developed based on the principle of targets and programs," Putin said at a Finance Ministry meeting on Tuesday.

Putin called moving to a budget focused on state programs as "the most important systemic task", stressing that they should possess concise figures for results and "options for the public monitoring of their implementation."
