Car recycling levy mustn't cause second-hand cars to flood customs union - Shuvalov

MOSCOW. April 18 (Interfax) - A proposed car recycling levy must be set at the sort of level that prevents second-hand automobiles from flooding into the Customs Union, First Deputy Russian Prime Minister Igor Shuvalov told reporters.

"Essentially this will be the kind of level that does not allow a large quantity of second-hand cars to enter the single customs territory," Shuvalov said.

He recalled that import duty ion automobiles was raised during the crisis, but that it would be lowered again as per the agreements reached for Russia's accession to the World Trade Organization (WTO) .

"But even so we need to do all we can to stop our own clunkers from cluttering the common market," he said.

The size and mechanism for charging the recycling fee will be worked out before Russia ratifies the protocol on WTO membership, he said.
