Russian govt approves criteria for categorizing fuel, energy facilities by hazard degrees

MOSCOW. May 15. (Interfax) - The Russian government has approved the criteria for categorizing fuel and energy facilities by degrees of hazard, according to an order signed on May 5 by then-Prime Minister Vladimir Putin.

A facility is assessed based on data on the zone of a potential emergency situation, the number of injured and the size of the material damage.

The lowest danger category applies to a facility at which a municipal-scale emergency could arise; the medium hazard category refers to a facility that could pose an inter-municipal or district-wide danger; and the highly hazardous category goes to a facility that could result in an inter-district or federal disaster.

Categorization in the fuel and energy complex is being considered at commission meetings comprising representatives from the Energy Ministry, the Interior Ministry and heads of enterprises included in the list for categorization.

The commission identifies a facility's potential dangerous areas, vulnerable locations and possible shelters in place.

On the results of its work, the commission assigns a hazard category.
