Russian alcohol market regulator empowered to annul retail alcohol licenses
MOSCOW. Aug 16 (Interfax) - The Federal Alcohol Market Regulation Service has won the right to annual licenses for retail sales of alcohol products.
A resolution on the extrajudicial cancellation of licenses for production and sales of ethyl alcohol and alcohol products, posted on the government's website, states that the "Federal Service for the Regulation of the Alcohol Market is the government body authorized to make decisions on the extrajudicial annulment of licenses for production and sales of ethyl alcohol, alcohol products and products containing alcohol."
The resolution also applies to retail sales of alcohol products, according to a provision attached to the resolution.
Retailers will lose licenses for violations concerning sales hours for alcohol and minimum prices for it.
The regulator will also have the extrajudicial power to annual licenses for production, storage and delivery of ethyl alcohol, alcohol products and food and non-food products that contain ethyl alcohol, as well as the purchase, storage and delivery of alcohol products, the provision states.
Decisions on the annulment of licenses will take effect one month from the date that they are made, and can be appealed as prescribed by Russian law.
The Federal Alcohol Market Regulation Service earlier had to go to court if it found violations. The decisions to revoke licenses were made by ruling of the court.
