Russian Energy Agency to gather info for presidential fuel and energy commission

MOSCOW. Aug 20. (Interfax) - The Russian Energy Agency (REA) will gather information for the presidential fuel and energy commission, says a draft statute on the commission, seen by Finmarket.

The Energy Ministry has supplemented the draft on instructions by Deputy Prime Minister Arkady Dvorkovich. The draft says that the REA, which is part of the Energy Ministry, will appraise and provide analytical support for information that goes to the commission.

The REA will also guarantee commission members access to databases on the fuel and energy complex, energy saving and energy efficiency.

The commission will have at its disposal exhaustive information about the fuel and energy complex, including the allocation of strategic deposits, geological work at those deposits and amendments and observance of license terms; the current situation in the oil and gas markets; and the fulfillment of policy-related documents in the sector.

The commission will receive regular updates on the state of production capacity and implementation of investment programs by government-related electricity companies, and on the situation in the wholesale and retail electricity and capacity markets.

Companies will be required to submit quarterly data about the current state and modernization of oil and gas refineries.

Rosneft chief Igor Sechin is the commission's executive secretary. He has said he would be concerned with technical issues only. Sechin was chaired the governmental fuel and energy commission when Vladimir Putin was prime minister.

A government fuel and energy commission chaired by Deputy Prime Minister Arkady Dvorkovich has now been set up.
