Putin wants decision promoting active use of grants

NOVO-OGARYOVO. Oct 24 (Interfax) - Russian President Vladimir Putin said the list of situations in which the state has ownership rights to results from intellectual activities should be reduced.

Stimulation of the use of the results from intellectual activities should not be limited solely to state contracts and there is a need for more active use of the system of grants, which is widespread in the world, he said.

"We need to make legislative and organizational decisions promoting the active use of grants," Putin said.

"We also need to adopt legislation ensuring the transfer by the state of the rights to results from intellectual activities," he said.

The president said these rights should be transferred to the relevant developers, investors, and other economic entities. "Naturally, we are talking about rights that are unrelated to the country's defense and security," Putin said.

"We shouldn't behave like a dog in the manger here: there are no results, or they are very modest, so to speak," he said.

Putin said the gaps in the legislation relating to the registration and disposal of the rights to results from intellectual activities need to be filled in.

"As a result, we should create a system to protect intellectual property that will become attractive to investors," Putin said.
