Framework needed to cancel 'mobile slavery' to be prepared within 3M - Dvorkovich
GORKI. Nov 19 (Interfax) - The statutes necessary to realize amendments to the law governing telecommunications, which will put an end to so-called "mobile slavery," will be prepared within three months, Russian Deputy Prime Minister Arkady Dvorkovich said at a meeting between Prime Minister Dmitry Medvedev and his deputies on Monday.
"Right now it [the draft law] is in government custody. The conclusion will be positive if there are no objections, and statutes will be prepared and adopted within three months," Dvorkovich said.
These amendments will make it possible for a mobile user to keep his/her mobile number when transferring from one operator to another. Compensation for costs that the operator incurs with relation to database maintenance will be made from a provision of universal telecommunication services, he said.
It will cost no more than 100 rubles to keep a mobile number when transferring to another operator. However, as world practice shows, such payments will be reduced and eventually zeroed out, Dvorkovich said.
"The right under the draft law will appear on December 1, 2013," he said.
