Russian Natural Resources Ministry awaiting applications for shelf sections from Gazprom

MOSCOW. Nov 20 (Interfax) - The Russian Natural Resources and Environment Ministry is awaiting applications for shelf sections from Gazprom , Deputy Natural Resources and Environment Minister Denis Khramov said at the Gas of Russia forum.

"We received proposals from Gazprom a couple months ago from the perspective of applications that they would like to see. At this point it's just an intention to submit applications. We are awaiting applications from Gazprom with specific coordinates, resources, obligations. We will work with the applications with a view to their containing adequate, clear obligations that would on the one hand be feasible and on the other hand be sufficient for minimum scrutiny of the shelf," he said.

Khramov, however, stressed that it will not be possible even by 2030 to start full-scale shelf development using only the forces of state-owned companies. The Natural Resources and Environment Ministry has crafted the relevant legislative changes - for example, on issuing geological survey licenses for the shelf.

In order to incentivize study and production on land, the ministry is preparing initiatives to deduct cash spent on geological survey from the natural resources extraction tax (NRET), as well as a system for tax on additional income, he said.

With regards to associated gas utilization, the 95% enshrined in the law will be reached by 2014-2015, Khramov said. Changes to the legislation governing associated gas utilization will serve to attract another 44 billion rubles in investment in these projects.
