Reason for Achinsk refinery accident could be subcontractor safety violations - Rosneft
MOSCOW. Jan 10 (Interfax) - Rosneft President Igor Sechin has put together a working group to look into the circumstances surrounding the fatal accident that occurred earlier today at Achinsk Oil Refinery, which is part of Rosneft, the oil company's Press Secretary Vladimir Tyulin told Interfax.
Company Vice President Andrei Shishkin will head up the working group, which includes the director of the company's department for oil-refining, head of its department for capital construction, representatives of company safety department, and the refinery's director.
"At this time, there are reasons to think that the reason for the tragedy was a major violation of safety equipment rules for the conduct of construction and installation work on the part of the subcontracting organization LLC Karat. Per the terms of the contract, the organization and conduct of the construction and installation work is the responsibility of the subcontractor, LLC Karat," Tyulin said.
As reported earlier, a metal beam collapsed at a coking shop at the Achinsk Oil Refinery in the Krasnoyarsk territory, a spokesman for the Emergency Situations Ministry's local department told Interfax. "The beam collapsed from a height of 20 meters at the Achinsk Oil Refinery's coking shop under construction, where installation workers and welders were working. Preliminary reports, which have yet to be verified, indicate that two workers were killed and five others injured in the accident," he said earlier today.
The accident occurred on an area being attached to the refinery, and so it has not affected its operations, he added.
The latest reports have two dead and three injured.
An investigation of all the circumstances leading up to the accident has begun, Tyulin said.
