Freight One to transport at least half of output from NefteKhimService refinery in Novokuznetsk
MOSCOW. Jan 16 (Interfax) - OJSC Freight One Company, which is controlled by Vladimir Lisin's UCL Group, will transport at least half of the output from the Yaya Oil Refinery in the city of Novokuznetsk in the Keverovo region, the railway operator reported.
Freight One signed the corresponding long-term contract with CJSC Neftekhimservice, the investor in the refinery's construction, at the end of 2012.
"In January, over 40,000 tonnes will be transported, and in the future, as the enterprise is brought to its design capacity, there are plans to increase monthly shipments," the statement said.
Freight One has already transported the first batch containing 7,000 tonnes of diesel fuel, fuel oil and feedstock for petrochemical production from the Sudzhenka Station near the refinery to an enterprise in West Siberia.
Freight One and Neftekhimservice signed the contract in the framework of the former's policy of fostering long-term relations with key clients, the statement said. Under this policy, the railway operator plans to raise the efficiency of freight transport in tankers, as well as boost the share of large clients in its oil contract portfolio.
Neftekhimservice has been building the Yaya Oil Refinery in the village of Yaya near Anzhero-Sudzhensk since the end of 2008. In October, the company finished constructing the first phase, with refining capacity of 3 million tonnes of oil a year and refining depth of 60%. Investments totaled 16 billion rubles.
Overall investments in the project are estimated at 57 billion rubles until 2017. The project is being financed with funds from Sberbank of Russia (60%) and Neftekhimservice shareholders (40%). The company received a 2-billion-ruble state guarantee from the Kemerovo regional government in order to ensure the fulfillment of the company's obligations to Sberbank. Neftekhimservice's general director and one of its owners is the former co-owner and technical director of Yuzhkuzzbassugol, Alexander Govor.
Freight One is Russia's largest freight car operator and owns over 190,000 various types of carriages. The company is part of UCL Rail, the railway holding of UCL Group, which manages railway operators and stevedoring companies in the Russian north-west and south, as well as the Volga, North-West and West shipping companies and several other shipping assets. Freight One's shares are wholly owned by LLC Independent Transport Company. It was previously owned by OJSC Russian Railways (RZD).
