Rusia needs infrastructure development fund, parameters to be discussed - Dvorkovich
MOSCOW. Jan 31 (Interfax) - Russian Deputy Prime Minister Arkady Dvorkovich said he backed the creation of a special development fund for infrastructure projects.
"The special fund is needed, but its final parameters, including quantitative ones, still have to be discussed and the government still has to reach a decision on this. There's no consolidated position as of yet," Dvorkovich told a briefing.
The Economic Development Ministry has suggested setting up a development fund which could receive money from the Reserve Fund.
Dvorkovich said that finances should be managed in such a way that potential project co-investors would know that "there are mechanisms for allocating resources on a long-term basis, that the money won't go anywhere and that projects can be recouped, if in the long term."
It is so far possible to talk about a mechanism for putting money into the development fund only in the framework of the mechanisms defined by the current budget rule, he said.
The creation of the new fund would not fuel inflation, Dvorkovich said.
"I think there could be certain concerns here, that would be justified, but I think that additional investment demand in moderation would not cause inflation to rise," he said.
