Putin orders that Rosnedra be authorized to analyze comprehensive deposit development
NOVO-OGAREVO. Feb 13 (Interfax) - Russian President Vladimir Putin has ordered that subsurface resources agency Rosnedra be given the authority to perform the state analysis of the comprehensive development of deposits.
He did so during a meeting of the fuel and energy complex commission.
Putin emphasized the need for all resource-users to observe the terms in force for the development and full recovery of subsurface resources at an entire provided section, and not working "on the principle of skimming the cream."
"Binding regulations need to be introduced for the designing and development of deposits of subsurface resources," Putin said.
In this connection, the president requested that "the issue of allotting Rosnedra functions for the conduct of state analysis be worked out."
"In this, the central commission for coordinating technical projects has to be a collegial agency, representatives of ministries, agencies, companies, environmentalists, scientists and experts have to join it," the president said.
The end goal, he said, is ensuring the maximally efficient development of deposits.
