Draft law regulating gas connection charge advances in Duma
MOSCOW. March 12 (Interfax) - The State Duma on Tuesday approved in a second reading a bill setting out a unified approach to regulating charges for connecting properties to gas distribution networks.
The bill is entitled: On changes to the federal law on gas supply in Russia and other legislative acts.
The bill notes that there is no unified approach to determining the charge for connecting capital construction facilities to the networks, with the result that charges vary widely among municipalities in the same Russian region. "Thus, the current method of regulation shows that the scheme stipulated in the legal base is barely functional," the explanatory note attached to the bill said.
The bill establishes that the state is responsible for regulating the tariff. The size of the payment or the rate is to be set by the executive authorities in the regions under guidelines established by the federal government. The expenses borne by the gas distribution organizations included in the payment or rate is to be determined by the Federal Tariffs Service.
The bill also provides for canceling tariff decisions made by the regional authorities that conflict with federal law.
