Federal contract system scheduled for launch in 2014 - Belousov

MOSCOW. March 15 (Interfax) - Russia plans to launch the Federal Contract System for state purchases in 2014, Economic Development Minister Andrei Belousov said at the International Economic Forum of CIS Member States in Moscow on Friday.

The bill is scheduled for the second of three readings in the State Duma next week. "We expect that the State Duma will give the FCS bill a second reading next week and that the full-scale launch of the system in Russia will take place from January 1, 2014," Belousov said.

Launch of FCS "is a revolution in the system of state purchases," he said.

"Many of the parameters of the new system will radically differ from the existing purchasing system, which is regulated by a notorious law from 1994," he said.
