Chechnya sets up ministry for govt-civil society liaison

GROZNY, Russia. March 16 (Interfax) - Chechnya has set up a ministry for liaison between its government and civil society.

"The new ministry should find out problems and report them to specialized structures to have them solved," Chechen leader Ramzan Kadyrov said during a meeting with Chechen Prime Minister Abubakar Edelgeriyev, who had proposed setting up such a ministry.

Arbi Tamayev, an active user of social networks, was appointed as head of the ministry. An earlier meeting between Kadyrov and a user of Instagram, an online photo-sharing and social networking service, had been suggested by Tamayev.

"The main task of the new minister is to organize interaction between the government and population of the republic," said Edelgeriyev. "Social networks are important sites for this work. I'm sure that Tamayev, who is an active member of our society, will cope with this task."

Kadyrov said it would be the task of the new ministry to "organize dialogue between the executive branch and population of the republic on issues of economic, social and cultural development."

"You must organize an efficient dialogue with society, and the World Wide Web is one of the main instruments in this process. I know that social networks raise really important problems some of which fall outside the attention of governmental bodies. Attention should be paid to such problems as well," Kadyrov said.
