Lukoil, Surgutneftegas to approve field development plans for Imilor, Shpilman in 2014 - source
KHANTY-MANSIISK. March 20 (Interfax) - Lukoil and Surgutneftegas are likely to approve the field development plans for the Imilor and North-Rogozhnikovskoye (part of the Shpilman field) fields, respectively, in 2014, acting director of the subsoil use department for the Khanty-Mansiisk Autonomous District Stanislav Kuzmenkov told Interfax.
Since Lukoil and Surgutneftegas will be able to commission individual wells at these fields in 2015, Kuzmenkov tentatively named 2016 as the year when the fields themselves will be launched. That is, if all of the necessary infrastructure is ready by that time, and if the field development plans are approved.
Lukoil President Vagit Alekperov has said that his company plans to produce its first oil at the Imilor field in 2015. Surgutneftegas CEO Vladimir Bogdanov also said that his company plans to launch the Shpilman field in that same year, even though the company's license indicates 2018 as the kick-off year.
The government of the Khanty-Mansiisk Autonomous District reviewed the plan to start developing the Imilor and Shpilman fields at a meeting on March 22, according to regional government documents.
All of the permits for the fields, particularly the urban planning documentation for capital construction facilities, have to be approved this year, the documents say.
Next year, there are plans to open a road stretching from the Rogozhnikovskoye field to the booster pump station at the Shpilman field. At the North-Rogozhnikovskoye field, Surgutneftegas is scheduled to launch an oil discharge pipeline between the two fields, a booster pump station, a cluster pumping station, four well pads and one oil and gas pipeline in 2015.
In 2016, seven well pads, one oil and gas pipeline and a gas pipeline between the fields will be commissioned.
By the end of 2015, the production well fund at the North-Rogozhnikovskoye field should total 34 wells, and by the end of 2016 it should be 79 wells. Production drilling should be at a level of 100,000 meters for 2015 and 150,000 meters for 2016.
LLC Lukoil-West Siberia has to arrange four well pads, construct a 47.5-kilometer road and bring two oil pipelines online in 2015.
The fund of production wells at the Imilor field should total 44 wells by the end of 2015. Production drilling in that year should reach 245,800 meters.
"The government of the autonomous district has developed an action plan allowing these sections to be engaged in production as soon as possible," the materials say.
Cumulative production at Lukoil's Imilor field is expected to total 66.3 million tonnes of oil by 2050. At Surgutneftegas' Shpilman field, cumulative production should come to 32.9 million tonnes by that same year.
Surgutneftegas offered 46.2 billion rubles at the auction for the Shpilman field. Lukoil offered 50.8 billion rubles for Imilor.
In-place C1 oil reserves at the North-Rogozhnikovskoye field reach 145.9 million tonnes, 32.9 million tonnes of which are recoverable. In-place C2 oil reserves come to 250.3 million tonnes, with 57.4 million tonnes recoverable. There are 32.1 million tonnes of C3 in-place oil reserves, including 1.2 million tonnes recoverable.
At the two oil fields Imilor+West Imilor (1987) and Istochnoye, in-place and recoverable reserves were at 855.5 million tonnes for C1 and 193.7 million tonnes for C2 as of January 1, 2011.
