Surkov understands measure of his responsibility for improper fulfillment of presidential decrees - United Russia

MOSCOW. May 8 (Interfax) - United Russia leaders believe Vladislav Surkov has made a decision to resign from his post of deputy prime minister and head of the Cabinet administration due to serious flaws in the fulfillment of the presidential decrees.

"It is extremely important for Vladimir Putin that the decrees issued in May [2012] be fulfilled unconditionally as they directly affect the majority of residents of our country and failure to fulfill even some provisions of these decrees affects the interests of the people of Russia and even their rights," Olga Batalina, deputy secretary of the United Russia General Council, told Interfax on Wednesday.

Every provision of the presidential decree is targeted at a specific social group and resolves very specific issues related to boosting quality of life, she said.

"People are waiting for solutions to problems in the sphere of education and real steps made by the authorities to boost the quality of life of every citizen of the country," Batalina said. Today people know very well the texts of the decrees, the goals outlined in them, and believe that the president will ensure the fulfillment of these documents within the stated periods of time, she said. "For this reason, the weakening of control over the implementation of these decrees is just unacceptable," she said.

According to Batalina's estimation, the recent meetings addressing the implementation of the decrees showed that control has grown weaker. "According to various estimations, from 40% to 60% of all orders stated in the decrees have now been fulfilled," she said.

In this regard, the president's reaction to this situation and his critical statements made in the meeting on the implementation of his decrees are understandable, she said.

"Clearly, the main coordinating functions on the fulfillment of the president's decisions, including these decrees, rest with the government administration, which is supposed to coordinate the fulfillment of the decrees, control the implementation of planned decisions because it is the engine, the driving force in this process," Batalina said.

For this reason, Surkov's voluntary resignation shows that he understands the measure of his responsibility and is aware of the flaws in this work.
