Federation Council First Deputy Speaker proposes creating analogue of ECHR within EurAsEC
MINSK. June 13 (Interfax) - Russian Federation Council First Deputy Speaker Alexander Torshin said he proposed to create human rights court within the Eurasian Economic Community (Russia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan), EurAsEC.
Torshin said that creating human rights court within the EurAsEC was a pressing issue. "Human rights court of the Union State of Russia and Belarus could be established initially. Citizens of the EurAsEC member-states currently use services of the European Court of Human Rights (ECHR), which causes certain difficulties," Torshin said at the 44th session of the Parliamentary Assembly of the Union State of Russia and Belarus.
One of the main problems of the ECHR is that it is overloaded with cases and the ECHR jurisdiction does not apply to all countries, Torshin said.
"The experience of the EurAsEC economic court could be taken into account when establishing human rights court within the EurAsEC. There could be two judges from a country, not one as in the ECHR. And this court's headquarters is to be located in Moscow," Torshin said.
Torshin said that Moscow suited because it was easier to get to, lawyers' service were more available and interpreter was not needed.
"In my point of view, Russia could cover the majority of this court's financing, we have common economic space and that is why we are to have common legal and humanitarian space as well," Torshin said.
