Putin rejects idea to delay Academy reform bill reading until fall

MOSCOW. July 3 (Interfax) - It is impossible to delay reading of the Russian Academy of Sciences' reform bill until fall because the bill has already been submitted to the State Duma, Russian President Vladimir Putin said.

Academy President Vladimir Fortov proposed to delay the bill reading at the parliament until fall and in the meantime form a conciliatory commission for the elaboration of reform mechanisms. Putin raised his objection.

"This could have been an option if the government had not submitted the bill to the State Duma. We have to make a decision now. Sometimes it is better to make a decision and improve it later instead of treading water," the president said.

"Let us discuss how we can overcome these difficulties," he said.

"I have closely studied the opinions of both staunch supporters and critics of this reform as well. In both cases there are aspects that deserve support and some disputable arguments," Putin said.
