Skolkovo to get 502 bln rubles in financing by 2020 - Ulyukayev

MOSCOW. Aug 1 (Interfax) - Financing for the subprogram to develop Skolkovo will total 502 billion rubles in the period until 2020, new Russian Economic Development Minister Alexei Ulyukayev said at a government session in Moscow on Thursday.

A state program aimed at economic development and the innovative economy was approved back in March.

"It seems right to supplement its subprogram, which is devoted to establishing favorable conditions - logistical, infrastructural, legal and tax - to stimulate the entire cycle of research and development, and the effective commercialization of results," Ulyukayev said.

To this aim, a subprogram was put together to create and develop an innovation center at Skolkovo, for the purpose of integrating it into the state program, the economic development minister said.

"It is supposed that total financing for the subprogram will come to 502 billion rubles, almost three-fourths of which - 73% to be exact - will be extra-budgetary financing and financing from private business, and 135.6 billion rubles - 27% - will be financing from the federal budget," Ulyukayev said.

Once this subprogram is executed, more than 350 patent applications will flow in each year, and private investment in innovative companies should total 25 billion rubles a year by 2020. These projects will make an integral contribution of approximately 200 billion rubles to the economy, and the annual revenue of companies participating in the R&D cycle will reach up to 100 billion rubles, he said.

"It's assumed that this model could be replicated, particularly in the regions as part of regional innovation clusters," Ulyukayev said.

This program is expected to result in the opening of at least 50 R&D and experimental design centers and the establishment of over 1,000 start-ups by 2020. It will also help the Skolkovo Institute of Science and Technology (Skoltech) function at its full capacity, which will include 15 science centers. Finally, it will facilitate the activities of 1,200 PhD researchers, the minister said.

By adding this subprogram to the general state program, it will be possible to convert financing from the form of a budget grant for events to a programmatic target form, which is in line with the adopted budget procedure, Ulyukayev said.
