Aeroflot set to lose trans-Siberian overflight fees beginning in 2014
ZHUKOVSKY. Aug 30 (Interfax) - Beginning next year, Aeroflot Russian Airlines will no longer be able to renegotiate contracts with foreign airlines requiring payment of fees to overfly Russian territory on trans-Siberian routes, a source in the Transportation Ministry told Interfax.
Payment of those fees will end beginning next year under the terms of Russia's entry into the WTO.
"These understandings will be complied with," the source said, adding that the loss of the fee revenue will be compensated by raising fees on air navigation services. Beginning in 2014, those fees will be collected by the State ATM Corporation state enterprise.
This year, Aeroflot began transferring a portion of the fees it collects to State ATM Corporation, to finance maintenance and development of the state enterprise's infrastructure. The source did not disclose the size of the transfers.
The rationale for the fees, which are paid by about 20 foreign airlines, is to compensate Russia for non-stop flights from Europe to Southeast Asia over its territory. Aeroflot receives the fees due to its status as the legal successor of Aeroflot Russian Airlines .
