Ulyukayev takes vacant seat on National Financial Council

MOSCOW. Sept 19 (Interfax) - The Russian president and government have updated their lists of representatives on the National Financial Council (NFC), resulting in just one change on the body - Economic Development Minister Alexei Ulyukayev taking the vacant seat.

In terms of its breakdown by representation, the NFC has returned to the same configuration it had before the summer personnel changes at the Central Bank, in the government and the Kremlin administration.

The NFC, formerly the National Banking Council, was renamed after the Central Bank was turned into a mega-regulator for the financial markets. The council has 12 seats, with three occupied by representatives of the president, three from the government, three from the State Duma, two from the Federation Council and one by the sitting chairman of the Central Bank.

In the council's previous configuration, the president was represented by then-Kremlin aide Elvira Nabiullina, adviser Sergei Glazyev and Federal Financial Monitoring Service head Yury Chikhanchin. Nabiullina was appointed chairman of the Central Bank in June, remaining on the council but no longer one of the president's representatives. Former Economic Development Minister Andrei Belousov, who was a government representative on the council, replaced Nabiullina as aide to the president and became a representative of the president on the council.

The vacant government seat on the NFC has now been taken by new Economic Development Minister Alexei Ulyukayev. Prime Minister Dmitry Medvedev signed the relevant order on September 18 and it has been posted in the database of laws and regulations. This order also confirms the positions on the council of the other two government representatives, Finance Minister Anton Siluanov, who chairs the NFC, and his deputy Alexei Moiseyev.

The president also issued an order on September 18 delegating representation in the NFC to Belousov and confirming the positions of Chikhanchin and Glazyev.
