Kazakh prosecutor general seeks severe punishment of torture
ASTANA. Sept 20 (Interfax) - Kazakh Prosecutor General Askhat Daulbayev has demanded a resolute crackdown on the use of torture by officers of law enforcement agencies, the Prosecutor General's Office said in a press release on Friday.
Daulbayev also said that a criminal investigation should be opened into every instance where police officers resorted to torture in order to obtain a confession, it said.
He also ordered measures to enhance the efficiency of measures to monitor the observance of citizens' constitutional rights and freedoms.
Statistical reports indicate that officers of law enforcement agencies violated the constitutional rights of 885 people in 2012 and in the first half of 2013. A total of 372 people were prosecuted illegally. Sixty-two criminal inquiries were opened into claims of torture.
