Foreigners banned from adopting children from Kuzbass

KEMEROVO. Sept 25 (Interfax) - The Kemerovo Region Council of People's Deputies passed a bill banning foreigners from adopting Kuzbass orphans at an unscheduled meeting on Wednesday, an Interfax correspondent reported from the meeting.

"Drafting the bill (on protecting rights and interests of children-orphans and children without parental custody during their adoption by foreign citizens or people without citizens permanently living outside Russia) was caused by appeals coming to executive and legislative authorities, which are related to children's rights violations and show cases of violent treatment of children, abuse, battering, derision and even death of Russian children given to foreign families for upbringing," Galina Solovyova, deputy head of the committee on education, culture and national policy, said at the meeting.

"A certain scheme of buying and selling Russian children" exists in the U.S and European social networks, Solovyova said.

The bill stipulates that all foreign citizens and people without citizenship permanently living outside Russia are banned from adopting orphans and children without parental custody throughout the region.
