Putin orders Human Rights Council to propose amnesty due to 20th anniversary of Russian Constitution
MOSCOW. Sept 26 (Interfax) - Russian President Vladimir Putin has ordered the Human Rights Council to submit proposals on declaring an amnesty due to the 20th anniversary of the Russian Constitution by October 15.
Putin has issued a number of orders following the Human Rights Council meeting held on September 4, the Kremlin posted on its website.
