MOSCOW. Oct 2 (Interfax) -Mobile TeleSystems (MTS) has appointed Andrei Smelkov vice president for foreign companies.

Smelkov had previously served in various posts at Tele2 and Vimpelcom

Smelkov, whose appointment was approved by the board of directors, has simultaneously been given a seat on the management board.

Smelkov is taking the position previously occupied by Oleg Raspopov, who left the company in January to pursue other opportunities.
