Moscow police chief insists on compulsory fingerprinting of foreigners arriving in Russia

MOSCOW. Nov 15 (Interfax) - Foreigner citizens committed almost half of all criminal cases that were solved in Moscow in 2013, Head of the Russian Interior Ministry Main Department for Moscow Anatoly Yakunin said.

"The share of the foreign criminals is 46.4%. This is over 10,000 crimes in terms of the figures," Yakunin said at an all-Moscow meeting dedicated to preventive measures against offenses in the Russian capital on November 14.

"According to the latest information, foreigners commit virtually 80% of all robberies, violent robberies and cases of assault," the Moscow police chief said.

It is alarming that foreign citizens, who were deported from Russia for committing offenses, can easily return, Yakunin said.

"These individuals simply change their documents in their homeland by providing false information and attempt to return. That is why I want to repeat our proposal on compulsory fingerprinting of all foreign citizens and checking [fingerprints] upon their border crossing," Yakunin said.
