Russia could start confiscating vehicles from drunk drivers
MOSCOW. Nov 15 (Interfax) - A bill - proposing to confiscate vehicles from drunk drivers, from drivers without driving licenses, from drivers repeatedly fined for drunk driving or giving the vehicle to a drunk person - has been submitted to the Russian State Duma.
"The bill proposes to submit such a liability as vehicle confiscation. This will allow to simultaneously tighten the liability for this offense [driving drunk without driving license] and will create obstacles for committing it again," the explanatory note to the bill, posted in the State Duma database, said on Friday.
The bill has been submitted to the State Duma by Russian Liberal Democratic Party Deputy Sergei Ivanov.
The bill stipulates that driving a vehicle while drunk and without driving license is punishable with a 15-day arrest or with an administrative fine with vehicle confiscation. Committing the offense again - drunk driving or giving the vehicle to a drunk person - will also be punishable with vehicle confiscation.
The bill concept requires additional discussion, the State Duma committee on constitutional legislation and state construction said in a conclusion posted in the State Duma database.
Meanwhile, the same standard exists in Belarus: the amendments to the law on tightening liability for drunk driving came into effect on October 24, 2013.
