Budget will save 700 bln rubles in 2014-2016 with contract system
MOSCOW. Nov 28 (Interfax) - The introduction of a contract system for government procurements will save the budget around 700 billion rubles in 2014-2016, Open Government Affairs Minister Mikhail Abyzov said.
"The saving from the FCS [Federal Contract System] may be 700 billion rubles. The main results may be seen from early 2015, because we think 2014 will be a transition period," he told the press.
The estimated saving is based on pilot projects in six regions and at Rosatom. Savings for Rosatom on complex procurement were around 30%.
With a standard list of goods a saving of from 10% to 15% is possible.
Within the framework of the contract system, classifiers will be used with prices to guide customers. These references will be gradually introduced. The first stage of references for the highest priority goods and government spending will be introduced during the first quarter of 2014.
