Transneft tariffs could grow at 10% below inflation in 2015-2017
MOSCOW. Jan 29 (Interfax) - One possible option for Transneft's tariffs to grow could be at 10% below inflation in 2015-2017, the pipeline operator's first vice president, Maxim Grishanin, told reporters, referring to a government protocol decision.
He said that in this scenario, tariffs could grow in line with inflation in 2018-2020.
"This could be the foundation of a corresponding government order," Grishanin said.
He said that Transneft requested to include an investment component of $10 per tonne in the oil pumping tariff for the Eastern Siberia-Pacific Ocean (ESPO) system. "This hasn't yet been supported," Grishanin said.
As a result of the government's decision to freeze tariffs on natural monopoly services in 2014, Transneft's board of directors revised its 2014-2018 investment program, cutting it from 500 billion rubles to 458 billion rubles. Spending used to expand the Eastern Siberia-Pacific Ocean oil pipeline, which is valued at 170 billion rubles, were not included.
