Migrant DNA registration to help prevent terror attacks - Bastrykin

MOSCOW. Feb 27 (Interfax) - Terror attacks perpetrated on Russian territory are organized outside of the country, Russian Investigative Committee Chairman Alexander Bastrykin said in his proposition of the fingerprinting and DNA registration of migrants.

"In fact, terror attacks are well-organized and planned actions; they are prepared by many people. Unfortunately, we are dealing with anti-Russian destructive operations conducted from 'bridgeheads' abroad," Bastrykin told the Committee Board on Thursday.

"Forces hostile to our country are using international public organizations under their control and still regarding the North Caucasus as a trigger of socioeconomic destabilization in Russia; they are using any means and methods, including migration law shortcomings," he said.

"We believe that it is high time to create a code of migration legislation, which, according to our estimates, consists of more than 700 normative acts of various levels," Bastrykin underscored.

The legislation "must spell out every norm related to the registration of foreigners and regulations on records, including fingerprinting and DNA registration," he said.

The Russian Investigative Committee said over 660 terrorist crimes, among them 31 terror attacks, were committed in Russia in 2013.
