Siberian hydro plants might get to sell 65% of capacity at competitive price in 2014 - paper

MOSCOW. March 28 (Interfax) - Deputy Prime Minister Arkady Dvorkovich has given his support to a plan for liberalizing the market for Siberian hydropower plants (HPP) under which companies will be able to sell 65% of plant capacity at the competitive capacity offtake price in 2014, rather than 50% as expected previously, business daily Vedomosti reported on Friday, citing sources.

The liberalization of the market for HPP was discussed Tuesday at a meeting with Dvorkovich.

It was also proposed at the meeting to fully liberalize the market in 2017 already, the paper reported. However, a final decision has not been made yet and the protocol has not been signed.

Deputy Energy Minister Vyacheslav Kravchenko said earlier that the price for the capacity of Siberian HPP would come even with the competitive capacity offtake price in four to five years. "We proceeded from the fact that within four-five years the level of prices for capacity generated by facilities [in Siberia] should reach the level of the competitive capacity offtake price," Kravchenko said.

Dvorkovich said that the liberalization plan calls for increasing this percentage over several years. "How many steps there will be - two, three, four - this is what's being discussed right now. And also what the first step will be - 10%, 40%, 50% or, say, 70% liberalization," he said.
