Former MP Gattarov suggests intl jurisdiction over Internet

MOSCOW. May 16 (Interfax) - The global information infrastructure, including the worldwide web, should be placed under the jurisdiction of an international organization, Ruslan Gattarov, an advisor to the Federation Council Chairperson, opined.

"The global information infrastructure should not be subordinated to a single country. We believe the Internet cannot be controlled from Washington, DC, but it could be New York City, as the seat of the United Nations Organization," he said at a federal congress dedicated to e-democracy on Thursday.

"This is our common task, a task of parliament members, to suggest at the UN, PACE and other international platforms that the Internet be placed under the jurisdiction of international bodies," Gattarov continued.

Global databanks may be stored in Russia amongst other countries, he presumed. He proposed to place servers in Russia's closed administrative territorial units.

As to the sanctions imposed on Russia for the Ukrainian events, Gattarov said Russia needed digital sovereignty.

"Digital sovereignty is the reality that we need. Russia needs new ways to protect its domestic cyber infrastructure," Gattarov noted.
