Shoigu: Military authorities should regain some Oboronservice competences
MOSCOW. June 3 (Interfax) - The Russian Defense Ministry deems it necessary to reorganize the inefficient joint stock company Oboronservice and to rescind some outsourcing contracts, Defense Minister Sergei Shoigu said.
In the minister's words, a number of problems occurred in the operation of Oboronservice enterprises.
"The overall external and intra-group payables of Oboronservice enterprises reach tens of billions of rubles, including 97.6 billion ruble debts to partners and 1.4 billion ruble salary debts. The accumulated loss of housing and public utility enterprises tops 40 billion rubles," the minister said in a teleconference.
Budget expenses on Oboronservice grew by 49 billion rubles in 2013 while the quality of services deteriorated and mediation chains grew longer, Shoigu emphasized.
Non-transparent operations of outsourcing companies bolstered corruptive practices - more than 25 criminal cases were opened and over a thousand cases were referred to arbitration courts and won, he said.
"A profound analysis of more than four years of the holding operation demonstrates that some outsourcing services should be rejected and some competences should be regained by military authorities," the minister said in conclusion.
