Avtodor invites Chinese cos to help build Central Ring Road - CEO

MOSCOW. Sept 10 (Interfax) - State corporation Russian Highways (Avtodor) presented the project to build the third and fourth sections of the Central Ring Road (CRR) in Moscow Region at a meeting in Beijing of the Russia-China intergovernmental commission on investment cooperation, and invited Chinese companies to participate in the project.

"We presented two sections of the CRR in Beijing for detailed review of the project. We've announced a concession for both the third and fourth sections. In total this is about 75 billion rubles [of private investment]. They are quite interested," Avtodor CEO Sergei Kelbakh told Interfax, adding that Chinese companies can also provide road management technology.

He also said that the projects to build a road to Moscow's Domodedovo Airport and create the Europe-China international transport corridor were also presented in China.

The office of First Deputy Prime Minister Igor Shuvalov, who is co-chairman of the commission, said Russia presented a total of 32 projects to Chinese investors in Beijing on Tuesday, including modernization of plants, acquisition of companies with licenses to develop copper and gold, petrochemical projects, and construction of roads and railways.

The CRR project calls for building the first section of the highway in greater Moscow (from the M-4 Don to the M-1 Belarus highway) in 2014-2018. In this period there are also plans to overhaul a section of the Small Concrete Ring (from 11th km of A-107 to M-11 Moscow-St. Petersburg). The construction of the third (from M-11 to M-7 Volga) and fourth (from M-7 Volga to M-4 Don) sections is planned for 2015-2018. Finally, after 2020 there are plans to overhaul the existing section of the A-108 highway (Big Moscow Ring).

Avtodor earlier secured approval for the allocation of National Welfare Fund (NWF) money for the construction of the CRR, which will stretch 529 km. The Moscow Region authorities have estimated the cost of the project at 300 billion rubles.

Russia's Transport Ministry proposed to allocate 150 billion rubles from the NWF to accelerate the construction of the road and complete it by the end of 2018. In this case, the project would also get 74 billion rubles from the federal budget and 76 billion rubles of private investment, to be raised on both concession and investment conditions.
