Ukraine's Justice Ministry does not permit formation of people's militia in areas not controlled by Kyiv

KYIV. Sept 17 (Interfax) - The formation of people's militia units in individual parts of Donetsk and Luhansk regions is possible, only if they are fully controlled by the Ukrainian authorities, Ukrainian Justice Minister Pavlo Petrenko has said.

"The question of forming so-called people's militia units is impermissible. It is possible only in one way: if these units are going to follow Ukrainian law and be subordinate to Ukrainian authorities, law enforcement structures," he said at a Wednesday briefing.
