Ukraine army withdrawal from DPR towns still not taking place - Zakharchenko

MOSCOW. Sept 30 (Interfax) - The prime minister of the self-proclaimed Donetsk People's Republic (DPR), Alexander Zakharchenko, has accused Kyiv to failing to fulfill certain conditions of the Minsk memorandum.

The DPR leadership compiled a list of issues that may be raised during the next meeting of the trilateral Contact Group for Ukraine in Minsk, Zakharchenko told Interfax on Tuesday.

The Ukrainian side has not so far started to withdraw its forces from towns and villages, as well as the line of engagement, he said.

"Another issue that I would certainly address is the withdrawal of the Ukrainian army and the freeing of all localities in the DPR that used to be occupied by it. So far, Ukraine has not started to withdraw its military," he said.

"We will also discuss exchanges of prisoners. Ukraine is breaching its commitments all the time and is trying to pass outsiders detained by them and people who have nothing to do with the DPR off as captured militiamen. Consequently, these people are not in our lists," he said.

"Besides, Ukraine has violated the point on amnesty by opening criminal cases against prisoners that were turned over to us. We plan to raise this issue at the Contact Group's session as well," Zakharchenko said.
