Russia would not aid Kyiv with money, doubts it can 'distribute it correctly' - Dolgov

GENEVA. Oct 1 (Interfax) - The Russian Foreign Ministry insists that Russia agreed upon all necessary matters with Kyiv when sending the humanitarian aid to southeastern Ukraine, and that Moscow did not violate its international obligations.

"With regard to all these agreements: all necessary agreements are available, and the Russian Federation has been honoring all its international obligations without an exception," the Russian Foreign Ministry's Commissioner for Human Rights, Democracy and Rule of Law Konstantin Dolgov said at a briefing in Geneva, commenting on Russian aid supplies to Ukraine.

Commenting on a claim by a U.S. journalist that Russia could help southeastern Ukraine not by sending aid convoys but with money, Dolgov expressed his doubt that Kyiv would be able to use such funds correctly.

"As for the money that the U.S. representative has be so persistent about, money is good but it also should be distributed correctly. And there are some justified doubts that the Ukrainian authorities would be able to distribute this money correctly and that aid would reach those who really need it," said the Russian diplomat.
