KHARTOUM. Dec 3 (Interfax) - Russian Foreign Minister Sergei Lavrov and U.S. Secretary of State John Kerry are expected to meet at the OSCE Ministerial Council meeting in Basel, Switzerland, a source in the Russian delegation told Interfax.
