Each inspection of business by regulators should be made public
MOSCOW. Dec 4 (Interfax) - President Vladimir Putin said every check at a business by one of the supervisory bodies should be made public and the information published in a register.
"Every check must be made public. A special register will be launched next year with information about which body initiated a check, for what purpose and what results to obtain," Putin told the Federal Assembly.
"This is not the first time we have talked about the need for new approaches in the work of the supervisory, control, law enforcement bodies. But change occurs very slowly. An accusatory slant continues to predominate," Putin said.
"Restrictions on business need to be lifted to the maximum extent, to spare it from intrusive supervision and monitoring," Putin said.
Launch of the register will "stop unwarranted or, even worse, mercenary visits by the monitoring bodies," he said.
"This is an urgent matter for budget and municipal organizations, for public NGOs, not just for business. There must finally be a rejection of the very principle of total, unending monitoring. Monitoring is needed where there really are risks or signs of violations," he said.
Putin urged the government to approve next year "all the necessary decisions for the transition to such a system of restrictions [supervision]."
