HRW urges Kyiv to continue allocating social funding for Donbas
MOSCOW. Dec 4 (Interfax) - The Ukrainian government must continue sending social payouts to people in the Donbas region, head of the Human Rights Watch (HRW) Kenneth Roth told a press conference at the Interfax head office in Moscow on Thursday.
The Ukrainian government has in fact stopped allocating funds for various social payouts in the east of the country, he said.
The Ukrainian government has not stopped electricity and natural gas supply to these territories, but we want it to continue allocating various types of funding for the civilian population in these territories, unless the Russian government steps in, Roth said.
Currently, residents in eastern Ukraine can receive social payouts in any Ukrainian government agency located in the territories controlled by the Ukrainian government forces. However, Roth admitted that this option is only available to citizens who experience no mobility problem. .
However, if you are an elderly or disabled person, you cannot travel easily to such territories.
